Exploiting advantages of developing logistics services
According to the Prime Minister's Decision No. 1012 / QD-TTg on approving the Plan on development of logistics center system in the whole country until 2020, with orientation to 2030, Quang Ninh with a system of sea ports HonGai, Cai Lan, industrial parks, and border gates are planned a class II logistics center of the Northeastern coastal economic corridor. In order to exploit the advantages of geographical location, Quang Ninh has continuously invested in developing logistics services, promoting import and export activities, gradually becoming a logistics center in the North.
It is defined that infrastructure is one of the key elements of logistics development, therefore, Quang Ninh has been focusing on investing strongly and synchronously from traffic to warehouses, yards and ports. With many sources of capital, the province has devoted a lot of capital to complete the roadways such as: Ha Long - Bach Dang bridge, Cam Hai - Van Don, Ha Long highway - Hai Phong down to Nam Tien Phong IP, Quang Ninh airport, Ha Long - Van Don expressway and renovate and upgrade 18 section of Ha Long - Mong Duong in the form of BOT, Bac Luan II bridge ... At the same time, the province also push strongly to invest in Van Don - Mong Cai expressway, a sea route linking Ha Long City to Cam Pha City, upgrade the National Highway 18 of Dong Trieu - Uong Bi section ... These works will create a simultaneou transport system connecting Quang Ninh and other provinces and cities in the key economic in the Northern, thereby, contributing to ensuring transportation flexible goods, minimize costs.
At the same time, the system of sea ports, ports and inland waterway ports is also invested with 5 wharves and harbors, including: Cai Lan port, Cam Pha port, Mui Chua port, Van Gia port and port ICD Thanh Dat shallow land ... In addition, there are 43 inland ports in the whole province, 68 inland waterway cargo ports are invested synchronously and 19 bonded warehouses have a minimum area of over 5,000m2. Accompanying with these are services: Transportation, warehouse leasing, yards, loading and unloading, packaging, product distribution ... are also timely provided, basically meeting the needs of enterprises on import and export. goods.
In addition to infrastructure investment, one of the key solutions for logistics development that Quang Ninh has carried out throughout is reforming administrative procedures, simplifying formality procedures, shortening goods clearance time. In particular, the province has implemented e-customs procedures to support customs declarants to declare everywhere, anytime, shortening the time for clearance / release of goods to 36 hours for export goods, 41 hours for imported goods; building a concentrate custom implement and customs management at Mong Cai border gate Customs Branch; deploy digital signatures for 100% of enterprises doing customs procedures in the province; installation of container detectors at the branches with container goods ... Thereby, it is creating favorable conditions for customs clearance of goods, cost savings, contributing to promoting import and export.
At the same time, functional forces also strengthen inspection, supervision and control of people, goods and vehicles in tight, clear and transparent border-gate areas to create the most favorable conditions for export enterprises. Agencies, units and localities actively coordinate with each other regularly, timely information and ensure anti-smuggling work.
Notably, Quang Ninh is one of the pioneer localities in issuing a special plan on logistics development till 2025. The Provincial People's Committee issued Plan No. 14 / KH-UBND on improving competion ability and logistics service development in the province until 2025. The plan shows a clear awareness of the importance of logistics for local socio-economic Quang Ninh. This will be a "guideline" to 2020, the proportion of logistics service sector will reach 16-18% in the service sector of the province, reaching from 6-7% of GRDP; By 2025, the proportion of logistics services contributes from 18-20% to the service sector, reaching 8-10% of the province's GRDP.
At the same time, it is forming 6 logistics centers including: Cai Lan logistics center (Ha Long); Van Don logistics center, connecting Van Don airport chain - Hon Net port (Cam Pha city); Quang Yen logistics center; Logistics center of Mong Cai economic cooperation area (Vietnam) - Dong Hung (China); Hai Ha logistics center; Binh Lieu logistics center.

In parallel with that, the province will build mechanisms and policies to encourage logistics development to ensure its compatibility with the development level of logistics in the process of international economic integration, gradually bringing Quang Ninh into a middle Northern logistics center
